High Representative: Although the new crown epidemic did not break out in Bosnia and Herzegovina, a coordinated response is needed to prevent corruption related to international assistance

Inzko said that Bosnia and Herzegovina is currently in the midst of the 2019 new coronavirus pandemic. Although it is too early to conduct a comprehensive assessment, so far, the country has apparently avoided the widespread outbreaks and major loss of life suffered by other countries.

Inzko stated that although the two political entities Bosnia and Herzegovina and the Bosnian Serb entity Republika Srpska have taken appropriate early measures and expressed their willingness to cooperate with the states, they have not succeeded in the end It seems that a proper coordination mechanism has been established to respond to the epidemic, and it has not yet launched a national plan to alleviate the economic impact.

Inzko said that in this crisis, the international community has provided financial and material assistance to all levels of government in Bosnia and Herzegovina. However, the Bosnia and Herzegovina authorities have so far failed to reach a political agreement on how to distribute financial assistance from the International Monetary Fund. One of the biggest challenges facing the country is how to minimize the risks of corruption related to the management of international financial and material assistance.

He said that although the Bosnia and Herzegovina authorities must investigate and deal with the allegations, I strongly recommend that the international community establish a mechanism operated by the international community to track the distribution of its financial and material assistance to prevent profiteering.

Inzko said that the European Commission had previously set 14 key areas in which Bosnia and Herzegovina must be improved. As part of the process of discussing Bosnia and Herzegovina ’s membership in the EU, on April 28, the Bosnia and Herzegovina Bureau announced the launch of procedures to implement related work.

Inzko said that Bosnia and Herzegovina held a presidential election in October 2018. But for 18 months, Bosnia and Herzegovina has not yet formed a new federal government. In October this year, the country should hold municipal elections and plan to make this announcement tomorrow, but due to the failure of the 2020 national budget, the preparations needed for the election may not start before the announcement. He hopes that the regular budget will be approved by the end of this month.

Inzko said that July this year will be the 25th anniversary of the Srebrenica genocide. Although the new crown epidemic may cause the scale of commemorative activities to be reduced, the tragedy of the genocide is still shrouded in our collective memory. He emphasized that, according to the judgment of the International Tribunal for the Former Yugoslavia, a genocide occurred in Srebrenica in 1995. No one can change this fact.

In addition, Inzko stated that October this year is the 20th anniversary of the adoption of Security Council Resolution 1325. This landmark resolution affirms the role of women in conflict prevention and resolution, peacebuilding, peacekeeping, humanitarian response and post-conflict reconstruction. November this year also marked the 25th anniversary of the Dayton Peace Agreement.

In the Srebrenica massacre in mid-July 1995, more than 7,000 Muslim men and boys were mass murdered, making it the most serious atrocities in Europe since the Second World War. In the same year, the Serbian, Croatian and Muslim Bosnian Croats fighting in the Bosnian Civil War signed a peace agreement in Dayton, Ohio under the mediation of the United States, agreeing to suspend for three years and eight months, resulting in more than 100,000 people. Bloody war that killed. According to the agreement, Bosnia and Herzegovina is made up of two political entities, the Serbian Republic of Bosnia and Herzegovina, which is dominated by Muslims and Croatians.
